NEW HAMPSHIRE'S MODEL EVALUATION PROGRAM, CHARGED WITH THE DEVELOPMENT OF STANDARDIZED TESTED DATA COLLECTION INSTRUMENTS ON A MODULAR BASIS, IS DESCRIBED IN ITS WORK TO-DATE, AND FUTURE PLANS ARE INDICATED.
Abstract
NEW HAMPSHIRE'S MODEL EVALUATION PROGRAM (MEP) IS A SMALL STATE'S APPROACH TO STRENGTHENING EVALUATION CAPABILITIES. IN ORDER TO ACHIEVE ITS OBJECTIVE, THE MEP WILL DEVISE CERTAIN STANDARDIZED FORMS WHICH WILL ALLOW THE EVALUATION UNIT TO INCLUDE AS THE EVALUATION COMPONENTS OF ANY GRANT FUNDED BY THE COMMISSION ON CRIME AND DELINQUENCY THE STANDARD DATA COLLECTION FORMS TO BE USED THROUGHOUT THE LIFE OF THE PROJECT. ADDITIONALLY, IN CERTAIN CASES, THE MEP WILL INDICATE THE TYPE OF EVALUATION METHODOLOGIES WHICH SHOULD BE USED IN GRANTS. THE MEP WILL ALSO DESIGN A SYSTEM THAT WILL ALLOW THE EVALUATION UNIT TO EVALUATE PROGRAM AREAS INSTEAD OF INDIVIDUAL PROJECTS, SO THE STATE CAN ASSESS THEIR IMPACT ON CRIME REDUCTION. THE MEP WILL ENABLE EVALUATORS TO INCLUDE IN THEIR EVALUATION REPORTS VALID CONCLUSIONS AND RECOMMENDATIONS BASED ON ACCURATE DATA. THE PROGRAM, IN DEVELOPING STANDARDIZED DATA FORMS FOR NEW HAMPSHIRE PROGRAMS, INTENDS TO EXPLORE THE FEASIBILITY OF USING FORMS DEVISED BY OTHER STATES WHICH HAVE UNDERGONE TESTING AND PROVED TO BE VALUABLE AND WITH APPROPRIATE REVISION, USED TO PROVIDE A FIT FOR NEW HAMPSHIRE'S PARTICULAR NEEDS. PRESENTLY, THE MEP STAFF ENVISIONS NEEDING 10-15 MODULES. DIRECT WORK ON THE PROJECT HAS THUS FAR BEEN LIMITED TO A SERIOUSNESS OF CRIME INDEX WHICH WILL BE MAILED TO MEMBERS OF THE GENERAL POPULATION AND CRIMINAL JUSTICE PRACTITIONERS TO OBTAIN THEIR PERCEPTIONS OF THE RELATIVE SERIOUSNESS OF PARTICULAR CRIMES. RESPONSES WILL REFLECT CITIZEN CONCERNS AND AID IN THE OVERALL EVALUATION AND PLANNING EFFORTS. FUTURE FACETS OF THE PROGRAM INCLUDE TESTING OF DATA COLLECTION INSTRUMENTS IN THE FIELD, DEVELOPING COMPUTER MODES FOR THE DATA COLLECTION INSTRUMENTS, AND SUBSEQUENT TESTING OF THE COMPUTER MODES.
