OUTLINING THE DEVELOPMENT OF A STATEWIDE LAW ENFORCEMENT COMMUNICATION SYSTEM, THIS PAPER PRESENTS THE DESIGN PROCESS USED IN THE CREATION OF A MOBILE RADIO SYSTEM TO SERVE THE NEEDS OF THE LOUISIANA STATE POLICE.
Abstract
FOCUSING ON A YET-TO-BE IMPLEMENTED COMMUNICATIONS NETWORK FOR LOUISIANA POLICE, DISCUSSIONS DEAL WITH EACH OF THE FOLLOWING SYSTEM ENGINEERING CONSIDERATIONS WHICH FORMED A PART OF THE DESIGN PROCESS: (1) PROBLEMS ASSOCIATED WITH THE EXISTING MOBILE RADIO SYSTEM; (2) REQUIREMENTS DEVELOPED FOR AN OPTIMUM SYSTEM; (3) SYNTHESIS PROCESS USED TO DEVELOP THE DESIGN OF THE RECOMMENDED SYSTEM; (4) SALIENT FEATURES OF THE RECOMMENDED SYSTEM DESIGN; (5) IMPLEMENTATION CONSIDERATIONS; AND (6) SYSTEM COST FACTORS. THE EXISTING MOBILE RADIO SYSTEM EMPLOYS TWO LOW-BAND FREQUENCIES; EACH OF THE STATE'S 11 TROOPS MUST USE ONE OF THESE TWO FREQUENCIES, WHILE THE OTHER FREQUENCY IS USED TO COMMUNICATE WITH PARISH SHERIFFS. THE TREMENDOUS MUTUAL INTERFACE AND CHANNEL CONGESTION INHERENT IN SUCH A TWO-CHANNEL SYSTEM WILL BE OVERCOME IN THE NEW DESIGN BY MEANS OF HIGHER BAND FREQUENCY RADIO UNITS AND A REGIONAL DISPERSION OF TOWER AND BASE STATION CAPACITIES. THE 11 TROOP AREAS WILL BE GROUPED INTO 3 REGIONS, EACH WITH A REGIONAL COMMANDER AND TROOP COMMANDERS. EACH REGIONAL OFFICE WILL HAVE WIRELINE, OR CONTROL STATION, ACCESS TO REPEATER AND TROOP DISPATCH CAPABILITIES IN THE AREA. TWO HIGH FREQUENCY REPEATER/BASE STATIONS--ONE FOR THE DETECTIVE DIVISION, THE OTHER FOR THE NARCOTICS BUREAU--WILL BE LOCATED AT EACH REGIONAL HEADQUARTERS.
