MEANS FOR MEASURING THE DELIVERY PERFORMANCE OF CRIMINAL JUSTICE SERVICES ARE PRESENTED AND APPLIED TO 87 NORTH CAROLINA MUNICIPALITIES.
Abstract
THIS VOLUME IS ONE IN A SERIES OF FOUR DESIGNED FOR USE BY PUBLIC ADMINISTRATORS, DEPARTMENT HEADS, AND OTHERS INVOLVED IN DELIVERY OF PUBLIC SERVICES. PERFORMANCE MEASURES EXAMINE THE QUALITY AND QUANTITY OF RESOURCES REQUIRED, THE LEVEL OF EFFORT, THE QUALITY AND QUANTITY OF SERVICE OUTPUT, SERVICE EFFECTIVENESS, AND THE RELATIONSHIP BETWEEN THE LEVEL OF EFFORT AND THE LEVEL OF EFFECTIVENESS ACHIEVED. LEVEL OF EFFORT MEASURES FOR CRIMINAL JUSTICE SERVICES INCLUDE POPULATION SERVED PER $1,000 SPENT, POLICE OFFICERS PER 1,000 POPULATION, AVERAGE ANNUAL POLICE SALARIES, VEHICLE NUMBERS, AND POLICE OPERATING CHARACTERISTICS. EFFECTIVENESS MEASURES INCLUDE CRIMES REPORTED, ARREST AND CLEARANCE RATES, POLICE RESPONSE TIME, AND RECOVERY OF STOLEN GOODS. TO MEASURE COURT EFFECTIVENESS, SUCH STATISTICS AS NUMBER OF JUDGES, CASES PENDING, NEW CASES, AND THE AGE OF PENDING CASES ARE USED. PERFORMANCE MEASURES COMBINE EFFORT AND EFFECTIVENESS MEASURES TO PRODUCE SUCH INFORMATION AS CLEARANCES PER POLICE EMPLOYEE AND PER DOLLAR OF EXPENDITURE. EXTENSIVE TABLES PRESENT PERFORMANCE MEASURES SUCH AS THOSE DESCRIBED ABOVE FOR 87 NORTH CAROLINA MUNICIPALTIES GROUPED ACCORDING TO SIX POPULATION CATEGORIES. FOOTNOTES ARE INCLUDED. (CFW)
