TO ASSIST LICENSEES OF NUCLEAR POWER FACILITIES IN THE DEVELOPMENT OF SECURITY PERSONNEL TRAINING AND QUALIFICATIONS PROGRAMS, THIS MANUAL PRESENTS LESSON PLANS FOR THE ADVANCED TRAINING OF SECURITY PERSONNEL.
Abstract
A COURSE OF INSTRUCTION IS OUTLINED ON SITE-SPECIFIC DUTIES, RESPONSIBILITIES, AND PROCEDURES OF PERSONNEL. LESSON PLANS IDENTIFY ITEMS THAT A FACILITY SHOULD ADDRESS IN DEVELOPING TRAINING MATERIAL. LESSON PLAN TOPICS FOCUS ON FIXED-POST STATION DUTIES, ACCESS CONTROL DUTIES, SEARCH PROCEDURES, ESCORT AND PATROL DUTY, ALARM STATION OPERATION, ALARM ASSESSMENT AND RESPONSE, RESPONSE TO FAILURE OF COMPONENTS OF A SECURITY SYSTEM, AND PROTECTION OF SECURITY INFORMATION. OTHER TOPICS ADDRESS WEAPONS, LOCK, AND KEY CONTROL; COMMUNICATIONS; LOCAL LAW ENFORCEMENT AGENCIES, SECURITY REPORTS AND RECORDKEEPING, SURVEILLANCE TECHNIQUES, AND CONTINGENCY DUTIES. A COURSE OF INSTRUCTION IS ALSO PRESENTED IN ADVANCED TACTICAL RESPONSE THAT IS BOTH BASIC AND SITE-SPECIFIC IN SCOPE. THE LESSON PLANS IDENTIFY DEFENSIVE TACTICS TO BE USED WHEN RESPONDING TO ATTEMPTED THEFT OF SPECIAL NUCLEAR MATERIAL AND/OR RADIOLOGICAL SABOTAGE OF NUCLEAR FACILITIES. THEY FOCUS ON LOCAL LAWS GOVERNING THE AUTHORITY OF PRIVATE GUARDS AND THE USE OF DEADLY FORCE, LICENSEE-COORDINATED PLANS WITH LOCAL POLICE, AREAS OF RESTRICTED WEAPONS USE, PLANT LAYOUT, LOCATION OF MATERIAL ACCESS AREAS AND VITAL AREAS, RESPONSE FORCE OPERATION, AND TACTICAL EXERCISE. PRECEDING THE DETAILED LESSON DESCRIPTION IS AN OUTLINE OF EACH LESSON PLAN WHICH PRESENTS THE TIME REQUIRED FOR THE LESSON, A LESSON DESCRIPTION, DESIRED LEARNING OUTCOME, REQUIRED NOTEBOOK MATERIAL, RECOMMENDED STUDENT READING, AND SUGGESTED READING, IF ANY.
