Annotation: STATISTICS ON POLICE EMPLOYMENT AND EXPENDITURES ARE PRESENTED FOR MASSACHUSETTS FOR 1975, SHOWING HIGH PER CAPITA EXPENSES AND TREMENDOUS VARIATIONS IN RESOURCES ALLOCATED TO DIFFERENT POLICE AGENCIES.
Abstract: DATA USED FOR THIS REPORT INCLUDED, U.S. CENSUS BUREAU EMPLOYMENT AND EXPENDITURE DATA, THE 1975 MASSACHUSETTS POPULATION CENSUS, AND UNIFORM CRIME REPORTS. WHILE 55 PERCENT OF THE NATION'S CRIMINAL JUSTICE EXPENDITURES GO FOR POLICE PROTECTION, THE MASSACHUSETTS' PERCENTAGE IS 60. MOREOVER, PER CAPITA POLICE EXPENDITURES IN THE STATE ARE $48, COMPARED WITH A NATIONAL AVERAGE OF $39. FOR PART I OFFENSES, SERIOUS OFFENSES SUCH AS MURDER AND ARMED ROBBERY, PER CAPITA EXPENSES WERE $796 VERSUS THE $740 NATIONAL AVERAGE. MASSACHUSETTS' HIGH POLICE EXPENDITURE IS ATTRIBUTED TO HIGH EXPENSES IN AREAS OTHER THAN PAYROLL. THE MASSACHUSETTS POLICE SYSTEM IS FUNDED MORE HEAVILY BY MUNICIPAL GOVERNMENTS THAN IN MOST STATES (86 PERCENT IN MASSACHUSETTS VERSUS 66 PERCENT IN THE AVERAGE STATE). COUNTIES WITH THE HIGHEST EXPENSES COMPARED TO EMPLOYMENT ARE SUFFOLK, NORFOLK, MIDDLESEX, AND ESSEX. FINALLY, PER CAPITA EXPENDITURES FOR THE 10 LARGEST CITIES RANGED FROM $34 TO $99; PER CAPITA EXPENSES FOR PART I OFFENSES VARIED FROM $401 TO $1,104. POLICE WORKLOAD, EXPENDITURES, AND POLICE EMPLOYMENT ARE COMPARED FOR ALL MASSACHUSETTS COUNTIES. CHARTS, TABLES, APPENDICES, AND FOOTNOTES ARE INCLUDED.
