The YIB authorizes the Crime Control Planning Board (CCPB) to make grants to agencies administering youth intervention programs. Funding information for the report was given by 25 YIB grant projects through questionnaires and as a result of onsite visits; these data were supplemented by CCPB grant files. Interviews and discussions were also held with project personnel. Over 7,000 youths in Minnesota received such services as counseling, drug abuse education, and tutoring from YIB-supported projects. Total 1979 expenditures for youth intervention were approximately $1.8 million. Costs per 1979 intake ranged from $165 to $723. Federal fundings has decreased dramatically since 1978, although gaps have been filled by increases in local and State funding. Problems with the grant allocation process include applications not ranked according to established criteria, the absence of statewide goals and objectives, and the failure to give new grant applicants equal access to State funds. These difficulties have been caused by a lack of legislative guidance. The report suggests that the CCPB develop a policy statement establishing the programmatic boundaries of youth intervention, that new legislation regarding funding be proposed, and that the CCPB investigate the feasibility of establishing minimum eligibility criteria as well as criteria for the ranking of grant applications.
