The overview of international drug trafficking in the Netherlands begun in a previous article describes how traffickers from the illicit drug-producing countries of Southeast and Southwest Asia use the Netherlands as a brokering center for drugs smuggled to western countries. The discussion of opium/heroin production, refining, and trafficking in Southeast Asia focuses on the countries constituting the Golden Triangle (Burma, Laos, and Thailand), with attention to Malaysia and Hong Kong as important components in the drug trafficking network in that region Topics covered include production amounts, numbers of refiners, the identities of refining and trafficking groups, and political postures that undermine drug law enforcement in the drug-producing countries. The production of marijuana in Southeast Asia is briefly discussed. Heroin production, refining, and trafficking trends as well as eradication of crops in Mexico are also considered, with some attention to marijuana production in that country. Cocaine and marijuana production and trafficking are addressed for the Latin American and Caribbean countries of Colombia, Bolivia, Peru, and Jamaica. For the first part of the article, see NCJ 99234.
