IN THIS MANNER THE ACTION TAKEN BY POLICE, PROBATION PERSONNEL, THE JUDICIARY, AND OTHERS INVOLVED, IS LEFT OPEN FOR REVIEW AS TO WHETHER SUCH LEGAL ACTION MEETS THE DEMANDS OF THE CASE, AND WHETHER IT WILL SUCCEED OR FAIL IN CHANGING BEHAVIOR.
