THIS PLAN WAS DESIGNED TO PERMIT WIDER DISSEMINATION OF THE DATA AND ANALYSIS WHICH WAS USED TO DEVELOP THE ANNUAL FUNDING PRIORITIES FOR REGION 5.
Abstract
ONE OF 19 REGIONS ESTABLISHED BY THE MISSOURI LAW ENFORCEMENT ASSISTANCE COUNCIL, REGION FIVE COMPRISES THE CITY OF ST. LOUIS AND FOUR ADJACENT COUNTIES - ST. LOUIS, FRANKLIN, JEFFERSON, AND ST. CHARLES. THE PLAN INCLUDES A STATEMENT OF BASIC ASSUMPTIONS UPON WHICH THE PLAN WAS DEVELOPED AND A SUMMARIZED DESCRIPTION OF SOME OF THE URBAN TRENDS AND DYNAMICS WHICH AFFECT CRIME IN THE REGION. A NUMBER OF MAPS DEPICTING SOCIO-ECONOMIC CHARACTERISTICS BY A CENSUS TRACT IN THE URBANIZED PORTION OF THE REGION ARE ALSO INCLUDED TO PROVIDE BACKGROUND INFORMATION WHICH REFLECTS THE CHARACTER AND EXTENT OF CRIMINAL ACTIVITY. A DISCUSSION AND ANALYSIS OF AVAILABLE CRIME DATA COVERS SOME OF THE IMPORTANT CHARACTERISTICS OF CRIME IN THE REGION AND SOME OF THE LIMITATIONS OF EXISTING CRIME DATA. AN INVENTORY OF CRIMINAL JUSTICE AGENCY RESOURCES IS FOLLOWED BY A DISCUSSION OF STANDARDS AND GOALS AND A SUMMARY OF EACH PROJECT IN THE 1974 FUNDING PACKAGE. THE REGION 5 FUNDING HISTORY, INCLUDING A BRIEF SYNOPSIS OF ALL PROJECTS FUNDED THROUGH THE REGION 5 COUNCIL SINCE 1969, IS APPENDED. (AUTHOR ABSTRACT MODIFIED)
