AN ASSESSMENT OF THE OMAHA-DOUGLAS COUNTY PROJECT DESIGNED TO DEVELOP CRIMINALISTIC RESOURCES FOR POLICE BY UTILIZING EXISTING LOCAL NON-LAW ENFORCEMENT LABORATORY RESOURCES.
Abstract
A NUMBER OF POSSIBLE ALTERNATIVE SOLUTIONS TO THE PROBLEM OF INADEQUATE CRIMINALISTICS FACILITIES IN OMAHA-DOUGLAS COUNTY WERE EXPLORED, INCLUDING ESTABLISHMENT OF FULL CAPABILITIES WITHIN THE OMAHA POLICE DEPARTMENT, ESTABLISHMENT OF FULL CAPABILITIES IN AN INDEPENDENT AGENCY, UTILIZING THE STATE PATROL CRIME LABORATORY, AND UTILIZING EXISTING LOCAL NON-LAW ENFORCEMENT LABORATORY RESOURCES. DUE TO COST, TIME, SPACE, AND DISTANCE CONSIDERATIONS, ONLY THE LAST ALTERNATIVE PROVED TO BE FEASIBLE. THE ESTABLISHMENT OF THIS NON-LAW ENFORCEMENT CRIMINALISTICS CAPABILITY IS DESCRIBED IN THIS REPORT. TYPES OF EQUIPMENT ACQUIRED AND TYPES OF INVESTIGATIONS CONDUCTED ARE REPORTED. IT IS RECOMMENDED THAT THE COMMUNITY CRIME LABORATORY UTILIZE PERSONNEL IN SCIENTIFIC AREAS OTHER THAN THE MEDICAL SCIENCES (SUCH AS ENGINEERING, METALLURGY, AND CHEMISTRY) AND THAT TRAINING CAPABILITIES OF THE FACILITY BE EXPANDED....DMC
