A number of bills would authorize the Attorney General to provide a group life insurance program for State and local law enforcement officers. Another bill would expand and improve Federal law enforcement facilities and programs, assist State and local governments in expanding and improving their law enforcement programs, provide for study and research in crime control and crime prevention, and encourage the development of experimental rehabilitation programs. S.965 would establish regional divisions in the National Institute of Law Enforcement and Criminal Justice, and S.966 would provide grants to State and local law enforcement personnel to travel and study the operations of foreign law enforcement agencies. Another bill would provide funding for similar studies of other domestic law enforcement agencies. Other bills would provide salary supplements for State and local law enforcement personnel who upgrade their education; fund educational gatherings for State and local law enforcement personnel; provide retirement, injury, and death benefits for police personnel; provide financial assistance to States for the construction of correctional institutions and facilities; amend the Omnibus Crime Control and Safe Streets Acts of 1968; and provide direct financial assistances to local governments upon which the presence of the Federal Government has produced additional law enforcement burdens.
