This report presents key events and evaluation results from 7, 16-hour police management training seminars conducted over 12 months.
Abstract
The seminars were conducted in Boulder, Col.; Phoenix, Ariz.; Fayetteville, N.C.; Forsyth, Ga.; Providence, R.I.; San Bernardino, Calif.; and Newport News, Va. The report first presents project background information followed by a review of the scope of the work. The latter encompasses site selection, curriculum development, participant/trainer selection, preseminar activities, and evaluation design. Topics covered in the seminars include good management and high performance leadership, drug enforcement and the war on drugs, drug enforcement and community-oriented policing, and community-oriented policing and resource allocation. Management techniques emphasized in the seminars are problem analysis; planning, implementation, and adaptation of programs; and the management and evaluation of new programs. The report recommends that long-term studies be conducted to determine if the seminars result in departmental changes through the application of seminar training. The report includes tables on workshop flow and activities. Appended seminar workbook, sourcebook, self-administered examination, evaluation, participant list.
