The seminars were conducted in Boulder, Col.; Phoenix, Ariz.; Fayetteville, N.C.; Forsyth, Ga.; Providence, R.I.; San Bernardino, Calif.; and Newport News, Va. The report first presents project background information followed by a review of the scope of the work. The latter encompasses site selection, curriculum development, participant/trainer selection, preseminar activities, and evaluation design. Topics covered in the seminars include good management and high performance leadership, drug enforcement and the war on drugs, drug enforcement and community-oriented policing, and community-oriented policing and resource allocation. Management techniques emphasized in the seminars are problem analysis; planning, implementation, and adaptation of programs; and the management and evaluation of new programs. The report recommends that long-term studies be conducted to determine if the seminars result in departmental changes through the application of seminar training.
