Transcripts are provided of public hearings before the New Jersey Senate Judiciary Committee, held January 4, 1978, through March 20, 1978, concerning cooperation between State law enforcement agencies.
Abstract
The inquiry, conducted pursuant to N.J. Senate Resolution 3008, covered two areas of concern: alleged illegal acts by the police, and the relationship between State law enforcement agencies. Testimony was provided by an informant for the New Jersey State police concerning illegal actions committed by the State police, by the counsel for the New Jersey State Commission of Investigation (SCI) about his role in notifying the media of the informant's allegations, and by the superintendent of the New Jersey State police and the SCI and the allegations about the State police. Testimony was also provided by the president of the Standardbred Breeders and Owners Association of New Jersey who read a statement refuting specific allegations by the informant. Additional testimony was given by the superintendent of the New Jersey Police who provided taped recordings of conversations with the informant and by a State police detective who testified about the informant's relationship with the State police and the informant's allegations concerning improper actions by the police. Testimony was also provided about State police involvement with the informant by a State police captain and lieutenant. Additional testimony was given by a handwriting consultant who analyzed a document allegedly signed by a member of the State police, by a State police document examiner, and by five members of the State police who had some involvement with the informant. Testimony was also given by the chairman and the executive director of the SCI, the SCI polygraph operator, and an SCI agent.
