The VORP program was established in Kitchener, Ontario, in l974 and later replicated in Elkhart, Ind. in 1978. This directory of VORP programs in the United States identifies key characteristics of VORP programs. Three specific criteria were used to distinguish VORP from the much larger number of community dispute resolutions programs: (1) the program involves a face to face meeting, in the presence of a trained mediator, between an individual who has been victimized by crime and the perpetrator of that crime: (2) the program operates in the context of the juvenile or criminal justice system, rather than the civil court; and (3) besides a restitution payment, the program focuses on the need for reconciliation of the conflict. A total of 32 programs were identified, including 21 in operation and 11 in the process of development. Program reports with tabular data are included.
